Account-data removal

This guided process is staged and disabled until deployment and account-access checks have been approved.

It protects the account, waits for in-flight work and removes supported application records in verified batches. It does not close a separate sign-in identity or prove that every external session has been revoked. A minimal removal receipt and disabled sign-in record remain for separate review.
